After more than a decade pioneering local authority-led social & economic development David Clarke established his own consultancy business in January 2003.  David Clarke is uniquely specialised in cross-border co-operation with a proven track record of success.  He has a wealth of knowledge, experience & skills gathered over 15 years in public service and voluntary work and has an extensive network of contacts across all sectors north and south of the border and throughout Europe.

After six years as a Community Relations Officer with Fermanagh District Council where he established a number of new cross-community development associations and cross-border groups, David became Network Manager of ICBAN, the largest of the border corridor groups of district and county councils. Under David’s management, ICBAN became a key player in regional, cross-border economic development and influencer of government policy at national & European level.

David was the driving force behind the Border Corridor Strategy, and Integrated Area Plan published in 1999 and played a significant consultative role in the drafting of the Common Chapter of the Northern Ireland Structural Funds Plan, Ireland National Development Plan 2000-06, INTERREG IIIA Programme, and Action Team Report resulting in the establishment of the regional delivery mechanism Irish Central Border Area INTERREG IIIA Partnership.

David Clarke Consulting provides a variety of services on a competitive basis from strategy development to guidance on cross-border funding and has already been commissioned by ICBAN, Omagh District Council, Western Development Tourism Programme, The Fermanagh Trust, and The Prince’s Trust.
